St. Tammany Parish, LA Public Conduct: Public Urination (2026)

Code of Ordinances §§ 28-495 and 28-496, adopted by Ordinance No. 16-3527 on June 2, 2016, create separate but identically structured offenses. Section 28-495 defines 'urination in public' as 'the willful and intentional urination by a person in a public place, in a place not intended for such purposes, or in a place open to the public view,' and states that whoever commits the crime is guilty of a misdemeanor. Section 28-496 mirrors that language for defecation, again requiring that the act be willful and intentional and occur in a public place, a place not intended for the purpose, or a place open to public view.

Both offenses sit in Article XVI, 'Urination and Defecation in Public Prohibited,' within Chapter 28's Offenses and Miscellaneous Provisions, immediately after the parish's sex-offender registration article and before the transitional facility permitting article. Neither section adds its own definitions article, exemptions, or enforcement clause, so the ordinary meaning of 'public place' and the parish's general enforcement structure through the sheriff's office and the district attorney's office apply.
