80 (Miscellaneous Traffic Regulations), governs roller devices in El Paso, Texas. Subsection A bars anyone on roller skates, a skateboard, or in or by a coaster, toy vehicle, or razor scooter from going onto any roadway, except while using a crosswalk under the same rules that apply to pedestrians. Subsection B then affirmatively permits riding these devices on sidewalks, public rights-of-way, parking lots, walkways and ramps, but only when used for transportation and with due regard for pedestrian safety, when close to pedestrians, riders must yield or stop, and must walk while carrying or otherwise controlling the device rather than riding it.

Subsection C imposes a separate, harder-edged ban: riders may not ride or attempt to ride on handrails, guardrails, planters, decorative structures, fountains, walls, windows, buildings, or any other surface not built for pedestrian or vehicular traffic, language squarely aimed at skate-style trick riding on street furniture and building features, distinct from the general roadway/sidewalk rule. Subsection D exempts anyone using these devices with the property owner's permission, so private lots and driveways fall outside the ban when the owner consents. The chapter applies inside El Paso city limits and does not reach El Paso County outside the city or Ciudad Juárez across the border.
