Summary

Riding a skateboard, bike, scooter or inline skates is banned on specific county properties under Code Sec. 15-44, including the Lakeport courthouse sidewalks, two tennis courts, and areas near the Middletown Senior Center, while the Kelseyville Skate Park runs sunrise to sunset with mandatory pads and a 12-and-up age limit.

These county ordinances apply to unincorporated areas of Lake County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

44.2 Prohibited Activities. It shall be unlawful for any person to ride or utilize a bicycle, skateboard, scooter, roller skates, in-line skates, and/or roller blades, on the following County properties: (a) All pedestrian areas immediately adjacent to the Lake County Courthouse located at 255 North Forbes Street, in Lakeport, California. Unless otherwise prohibited by the City of Lakeport, this prohibition does not apply to the City-maintained sidewalks surrounding the Lake County Courthouse. ... 44.6 Penalties. Any person who violates any provision of Section 15-44 is guilty of an infraction, punishable by a fine as specified in Government Code section 25132. In addition, the operation of a bicycle, skateboard, scooter, roller skates, in-line skates, and/or roller blades as prohibited by Section 15-44 is declared to be public nuisance which may be summarily abated by a peace officer and/or an enforcement official as defined in Chapter 13 by impounding the skateboard, scooter, roller skates, in-line skates and/or roller blades used in the offense.

Full Breakdown

Sec. 2 makes it unlawful to ride or utilize a bicycle, skateboard, scooter, roller skates, in-line skates or roller blades on a defined list of County properties: the pedestrian areas immediately around the Lake County Courthouse at 255 North Forbes Street in Lakeport (though City of Lakeport sidewalks around the courthouse are excluded from the county ban); the surfaces of the Upper Lake and Middletown Tennis Courts; within 20 feet of the Middletown Senior Center and Library, and its parking lot whenever a vehicle is parked there; the stairs, ramps and railings of the Historic Lucerne Hotel; and picnic tables, brickwork, fountains, planters, sculptures and ornamental surfaces at any County property, including County parks.

Sec. 3 requires the Buildings and Grounds Department to post signs at each restricted entrance. Everywhere else on County property, Sec. 4 allows these devices so long as riders yield to pedestrians, obey traffic laws, and avoid creating a nuisance, defined to include threatening injury, obstructing property, or generating loud or unreasonable noise. Sec. 5 sets separate rules for the Kelseyville Skate Park: hours run sunrise to sunset, riders must wear a helmet, elbow pads and knee pads, users must be at least 12 years old, food and beverages are barred from the skating surface, no additional ramps or obstacles may be added, motorized vehicles are prohibited, and reckless riding with willful disregard for others' safety is banned. Devices used solely to transport infants, disabled persons, or merchandise are exempt under Secs. 8.

Violations & Fines

A violation of Sec. 15-44 is an infraction, punishable by a fine as set under Government Code Section 25132. Riding a banned device in a restricted area is also declared a public nuisance under Sec. 15-44.6, letting a peace officer or county enforcement official summarily impound the skateboard, scooter or skates used in the offense pending disposition by the court.
