Summary

Peoria County bans skateboarding anywhere on the courthouse grounds. Section 7.3-27(c) of the county code stops anyone from riding, rolling or coasting a skateboard inside the courthouse, across the courthouse square, or on any sidewalk or roadway in or around that square, and it bars roller blades and roller skates too if they risk damaging county property. The sheriff enforces the rule and can eject violators on the spot.

City-specific rules exist: Peoria has its own skateboarding rules rules that differ from Peoria County's county-level regulations. If you live in Peoria, check the city-specific page instead.

Full Breakdown

Section 7.3-27 of the Peoria County Code lists the conduct barred inside the courthouse and on the courthouse square, the block bounded by Main, Adams, Hamilton Boulevard and Jefferson Streets in the City of Peoria as defined in Section 7.3-22(g). Subsection (c) singles out skateboards: no one may ride one, or let it roll or coast, anywhere in the courthouse, on the square, or on any sidewalk or roadway in or around the square. The same subsection extends the ban to roller blades and roller skates whenever they could damage county property, and a separate subsection (d) limits bicycle riding in the square to trips that comply with the Illinois Vehicle Code.

Section 7.3-23 puts the Peoria County Sheriff, or any peace officer, in charge of enforcing the article, and gives the sheriff, the county administrator and the facilities manager authority to eject anyone who breaks these rules from the courthouse or the square outright, without waiting for a citation to be issued. The square itself is only open to the public from 6:00 a.m. to 10:00 p.m. under Section 7.3-35, so skateboarding is off-limits the entire time the square is open, and the property protection rules of Section 7.3-24 back up the ban by separately forbidding anyone from damaging benches, sidewalks or paving.

Penalties for skateboarding, and for the other prohibited conduct listed in Section 7.3-27 such as alcohol use, fireworks and unauthorized fires, run through the courthouse article's own penalty clause rather than through a separate ordinance, keeping enforcement in the hands of the sheriff's office and facilities staff rather than requiring a fresh criminal complaint for a first skateboarding stop.

Violations & Fines

Section 7.3-39 ties every violation of this article, skateboarding included, to the general penalty in Section 1-10 of the county code: a fine of up to $1,000, with each day a violation continues charged as a separate offense. The sheriff, sheriff's personnel, the county administrator, or the facilities manager can eject a skateboarder from the courthouse or courthouse square immediately under Section 7.3-23, independent of whether a citation is later issued.

Frequently Asked Questions

Where in Peoria County is skateboarding actually illegal?
The ban covers the Peoria County Courthouse building and the surrounding courthouse square, the block bounded by Main, Adams, Hamilton Boulevard and Jefferson Streets in the City of Peoria, plus any sidewalk or roadway in or around that square. It does not reach skate parks or other county property outside that specific downtown block.
What can happen to someone caught skateboarding at the courthouse?
The sheriff, a peace officer, the county administrator or the facilities manager can eject the skateboarder from the property immediately under Section 7.3-23. On top of that, Section 7.3-39 exposes the rider to the county's general penalty of up to $1,000 per Section 1-10, with each day of a continuing violation billed separately.
Are bikes or scooters allowed on the courthouse square?
Bicycles may only be ridden there in compliance with the Illinois Vehicle Code under Section 7.3-27(d), so a rider still has to follow standard traffic rules. Motorized scooters, motorcycles, go-carts and other motor-driven vehicles are barred outright except in spots the sheriff specifically authorizes.
