Section 20-103, "Operation of skateboards restricted," lists four distinct prohibitions. First, no one may ride a skateboard on any roadway in the city except when crossing at a crosswalk, keeping boards off travel lanes generally. Second, skateboarding is banned on any sidewalk or public area within a defined downtown perimeter bounded by the Illinois River, William Kumpf Boulevard, Glendale Avenue and Illinois Interstate Route 74, meaning the core business district carries a stricter, area-wide sidewalk ban that does not apply citywide. Third, skateboarding is prohibited on any public or private property where signs have been posted at the entrance or displayed prominently prohibiting the activity, so a shopping center or church parking lot can opt itself out by posting notice.

Fourth, a catch-all bars skateboarding "in such a manner as to be dangerous to persons or property" anywhere in the city, covering reckless riding outside the mapped downtown zone.
