Section 126-97 groups rollerskates, in-line skates, coasters, skateboards and 'similar devices' together and then splits their treatment. Subsection (a) bans operating a coaster, skateboard or toy vehicle anywhere within city limits on any public street or roadway, on any public sidewalk where the fronting building is set back ten feet or less from the sidewalk's street edge, and on privately owned sidewalks open to the public under that same ten-foot setback. Subsection (b) carves out three named parks, Hinman Island Park, Prince Solms Park and Cypress Bend Park, where roller skates, in-line skates, coasters, skateboards and toy vehicles are affirmatively permitted, and subsection (c) adds Landa Park but limits use there to its designated pathways only.

Subsection (d) applies a narrower, roller-skate-and-in-line-skate-specific version of the same sidewalk setback and separately names 20 specific public streets, including IH 35, FM 306, Walnut Avenue, Seguin Avenue, Landa Street, San Antonio Street and Gruene Road, where roller skates and in-line skates are banned outright regardless of sidewalk setback. 00, and the ordinance expressly negates the Penal Code's culpable-mental-state requirement, making the offense strict liability.
