Philadelphia Code 10-625 prohibits skateboarding, in-line skating, and similar activity on designated city plazas β most famously LOVE Park (JFK Plaza), Dilworth Park, and Municipal Services Building steps β and on any city property where skating is signed as prohibited. Department of Parks and Recreation rules close many park fountains, monuments, and stairs to skating. Riders skating in streets must follow Title 12 traffic rules; reckless or no-look skating in heavy traffic can be charged under 18 Pa.C.S.A. section 5503 disorderly conduct. Paine's Park along the Schuylkill is a city-built skate plaza where skating is encouraged, and FDR Skatepark operates under Parks & Rec.
Skateboarding in posted-prohibited plazas is a summary offense with $25β$300 fines under 10-625, board confiscation, and potential trespass charges if asked to leave and returning. Repeat or property-damage incidents can become misdemeanor mischief.
