(20)Ride or otherwise operate any bicycle, skateboard, scooter, skates, rollerblades, or other human powered device excluding wheelchairs or animals of any kind upon any fixtures or furnishings not designated for such purposes or within ten feet of a designated spraypark or "splashpad."(21)Ride or otherwise operate any skateboard, scooter, skates, rollerblades or similar coasting device within any park, skatepark or "skate plaza" without the proper use of a helmet, elbow pads and knee pads. The Director of Public Works and/or OPUD shall maintain signage in all such skatepark or "skate plaza" facilities affording reasonable notice that any person in violation of this provision shall be subject to citation in accordance with this ordinance.
