(13)Regulated park activities. Any activity deemed inappropriate for a facility by the Division may be restricted from the facility, such as: golfing on athletic fields, swimming, paintball and radio controlled vehicles unless designated or authorized by the Division.a.Games, etc. No person or persons shall engage in rough or potentially dangerous games or practice for same, including, but not limited to: football, softball, skateboarding, horseshoes, golf, lacrosse, soccer, cricket, rugby, tennis, volleyball, badminton or any other games, practice or exercise involving thrown or otherwise propelled objects such as balls, stones, arrows, javelins, shuttlecocks, radio controlled or model aircraft boats, cars or similar devices, or engage in recreational activities except in areas specifically designated and set aside for such recreation usages.

Full Breakdown

Separately, Sec. 6-16(5), covering bicycles, scooters, dirt bikes, ATVs, skateboards, and roller skates, permits non-motorized vehicles including skateboards and rollerblades everywhere in a park except in or around structures, spectator areas, or wherever their use creates a safety hazard, unless the Division authorizes otherwise. Read together, the two clauses put skateboarding off-limits near buildings, bleachers, and crowds at all times, and off-limits everywhere else in a park unless the specific area has been designated for that kind of recreational or athletic use. Neither clause imposes a park-wide outright ban; both route skateboarders toward Division-designated areas. Violations & Fines

Skateboarding outside a designated recreation area, or near a structure or spectator area, is not named on the Sec. 10.6-17(2) schedule of violations, so it defaults to a Class I violation with a $50 civil fine. A repeat violation of the same rule within five years is fined at the next higher class, $100, and the county can instead charge a misdemeanor under Sec. 10.6-17(1)c., punishable by up to a $500 fine, 60 days in jail, or both.
