Winter Haven, FL Public Conduct: Skateboarding Rules (2026)

Sec. 15-4, in the streets and sidewalks chapter, keeps roller skates, coasters, toy vehicles and similar wheeled riding devices off Winter Haven's roadways. The only roadway use the section allows is crossing at a crosswalk, and a rider doing that crossing is treated exactly like a pedestrian: same right-of-way protections, same duty to obey traffic signals and yield where a pedestrian would. The rule dates to the 1959 code (§ 22-6) and has not been amended since, so it predates the modern skateboard and speaks in terms of coasters and similar devices, but its plain wording, any similar device, reaches a skateboard the same way it reaches a scooter or a soapbox coaster.

The one carve-out in the section is for a street the city commission has formally set aside as a play street; on that designated street, roller skates, coasters and similar devices can use the roadway itself, not just the crosswalk. Outside a play street, riders are expected to stay on the sidewalk, and the section gives no separate sidewalk rule of its own, so general pedestrian and right-of-way provisions elsewhere in chapter 15 govern sidewalk conduct. No dedicated penalty is written into Sec. 15-4 itself, so an offense falls to the citywide general penalty in Sec. 1-13: a fine of up to $500, with each day a violation continues counted as a separate offense.
