Winter Haven, FL Parking Rules: Street Parking Limits (2026)

Winter Haven Code of Ordinances §§ 18-51 through 18-57 governs on-street parking in the city's designated parking zones. Section 18-52 establishes the streets within the business districts, plus city-owned land in the central business district, as parking zones, and § 18-53 authorizes the city manager to designate specific timed parking spaces and timed zones within them, shown on a "zoned parking" diagram kept on file at the City Clerk's office, and to post signs stating the enforcement hours. Section 18-51 defines "park or parking" as the standing of a vehicle, occupied or not, except while actually loading or unloading merchandise or passengers.

Section 18-54 requires every vehicle to park entirely within the painted lines or markings for its space. , Monday through Friday; the city manager can waive the time limit for a downtown special event that provides a special benefit to the public. Outside timed zones, § 18-31 separately bars parking on a street to display a vehicle for sale, to wash, grease or repair it, or to transfer freight between vehicles, and § 18-32 authorizes police to impound any vehicle that is unattended and obstructing traffic, disabled in a way that blocks traffic, or left on a street more than 24 hours and presumed abandoned.
