Shenandoah, TX Public Conduct: Skateboarding Rules (2026)

Sec. 70-39 of the Shenandoah Code of Ordinances makes it unlawful for any person on roller skates, or riding a skateboard, coaster, toy vehicle or similar device, to go upon any roadway, with a single exception for crossing the roadway, during which the person is granted all the rights and is subject to all the duties applicable to pedestrians. This section traces back to Code 1993, § 70-41, and sits in Article I of Chapter 70, alongside a related provision, Sec. 70-38, which separately bars anyone riding a bicycle, motorcycle, coaster, sled, roller skates or toy vehicle from attaching themselves or their device to a moving vehicle on any roadway ("clinging").

Because the ordinance defines "roadway" use narrowly around crossing rights, a skateboarder or roller skater who is simply traveling along a street rather than crossing it is in violation regardless of speed, time of day or whether traffic is present; the ordinance draws no distinction for lightly traveled residential streets or for daytime use. The provision does not restrict skateboarding on sidewalks, parking lots or private property, and it does not separately regulate business districts; its reach is limited to "any roadway" as used elsewhere in Chapter 70's traffic and vehicles provisions.
