" Sections 41 through 43 (numbered but running together on the page) expand the definition to mean and include "all vehicles propelled other than by muscular power" and "all electric or gas motor operated vehicles of the bicycle, tricycle or scooter type," confirming electric skateboards fall inside that category rather than being treated like a manual skateboard or bicycle. Section 44 separately allows Electric-Powered Mobility Devices for accessibility in areas the Department of Parks and Recreation designates and posts. For skateboarding generally, Article II, Section 18 requires that anyone under 17 comply with New Jersey's state helmet law "as related to the use of a bicycle, Roller and inline skates and skateboards" while on county park property, folding skateboard riders into the same age-based helmet mandate that covers bicyclists and skaters.

Because Article I, Section 1(b) applies the ordinance to every county-controlled park, parkway, playground and golf course, the roadway restriction on electric skateboards and the under-17 helmet rule both apply system-wide. A rider taking an electric skateboard off a roadway, drive or designated parking area onto a path, lawn or field violates Section 40, enforced under the ordinance's standard Municipal Court process and penalty clause.
