Summit County, OH Public Conduct: Skateboarding Rules (2026)

Summit County Code of Ordinances Sec. 03, titled Toy Vehicles on Streets, provides that no person on roller skates or riding in or by means of any sled, toy vehicle, skateboard or similar device shall go upon any roadway, with only two exceptions: crossing a street on a crosswalk, and riding on streets that have been set aside as play streets. The rule sits in Chapter 311 alongside the county's parade-permit and street-obstruction provisions, and it applies to county roadways outside the incorporated cities of Akron, Cuyahoga Falls, Barberton, Stow and Hudson, each of which enforces its own municipal traffic code on skateboards within city limits.

Because the ordinance is written around the roadway itself, sidewalks, parking lots and private property are outside its reach; it targets skateboards and similar wheeled toys sharing travel lanes with motor vehicle traffic. The same section carries the escalating penalty structure the county uses across this chapter of the traffic code, so repeat riders face materially higher charges than a single roadway infraction. Enforcement rests with county law enforcement patrolling unincorporated roadways, and the ordinance's placement in the Traffic Code chapter (Chapter 311, Pedestrians) signals it is treated as a traffic-safety measure rather than a general nuisance or park-use rule.
