California Civil Code sections 1954.600-1954.605 require Riverside landlords to give all tenants written information about bed bugs, disclose known infestations, and arrange professional treatment of affected and adjoining units.
Under state law applicable in Riverside, landlords must provide a bed-bug information notice to new tenants at lease signing and to existing tenants by lease renewal. Tenants cannot be retaliated against for reporting suspected infestations. When a unit is confirmed infested, the landlord must hire a licensed pest control operator and notify residents of treated units within two business days of receiving the inspection report. Riverside Code Enforcement may inspect rentals if landlords fail to act, and the property may be deemed substandard housing under Health and Safety Code 17920.3.
Failing to provide the required bed-bug notice, retaliating against a reporting tenant, or refusing to remediate confirmed infestations exposes the landlord to civil penalties and habitability claims.
