Chapter 11, Article II, Division 3 sets the sanitation standards manufactured home parks must meet, and two sections target rodents directly. Sec. 11-83 requires that all food handling establishments and service buildings within a manufactured home park be ratproofed, a construction standard that sits alongside the mosquito-control requirement in Sec. 11-82 requiring parks to stay free of standing-water breeding sites. Sec. 11-84 then addresses storage practices: storage areas must be maintained to eliminate the possibility of rodent harborage, the space beneath a manufactured home cannot be used to store supplies, and lumber, pipe, and other building material must be stored at least 18 inches above the ground.

Sec. 11-74 reinforces the same concern from a different angle, barring skirting installed on a manufactured home from providing harborage for rodents or creating a fire hazard. These sections apply specifically to licensed manufactured home parks rather than every residential property citywide, and Chapter 6's unsafe-structures provision separately lets the building official condemn any structure found to be vermin or rat infested regardless of property type. A manufactured home park operator who fails to meet the ratproofing or storage standards risks losing the park's operating permit issued under Division 2 of the same article.
