Port St. Lucie landlords who agree, even implicitly, to furnish heat must keep habitable rooms, bathrooms and toilet rooms at 68°F or warmer under Property Maintenance Code § 41.18(b)(1). The same chapter requires working plumbing, hot water delivered at 110°F, a code-compliant electrical system, and structures kept sanitary and safe for occupants.

Heat supply. Every owner and operator of any building who rents, leases or lets one or more dwelling units or sleeping units on terms, either expressed or implied, to furnish heat to the occupants thereof shall supply heat to maintain a temperature of not less than 68°F (20°C) in all habitable rooms, bathrooms and toilet rooms.
