St. Charles County, MO Rental Property Rules: Repairs & Habitability (2026)

Any owner or operator who rents, leases, or lets a dwelling unit or sleeping unit and has agreed, expressly or by implication, to furnish heat must maintain a minimum indoor temperature of 68 degrees Fahrenheit in all habitable rooms, bathrooms, and toilet rooms year-round. Occupied work spaces must be kept at 65 degrees during occupied hours. The rule sits inside the county's adopted Property Maintenance Code, which also lets the code official condemn or placard a rental as uninhabitable and order repairs or demolition when a structure is unsafe or unfit for occupancy.
