Long Beach does not have its own rent control ordinance (repealed 2019). Rent increases are governed by CA AB 1482 (Tenant Protection Act of 2019), capping rent at 5% + CPI annually. Applies to properties 15+ years old; exempts single-family homes and owner-occupied duplexes.
Long Beach voters approved Measure EA in November 2024, establishing local rent stabilization for rental units built before February 1, 1995. Annual rent increases are capped at the lesser of 3% or 60% of CPI. Just cause eviction protections extend beyond state AB 1482. The Long Beach Rent Registry tracks covered units. Landlords must register rental properties and provide tenants with information about their rights. Capital improvement pass-throughs and banking of unused increases are regulated. This made Long Beach one of the newest cities in California to adopt rent control.
