Brockton, MA Rental Property Rules: Rental Registration (2026)

City Code § 4-21(a) requires all owners of private residential rental housing units, including condominiums, to register no later than July 1st of each year with the Public Health Division (PHD) of the Department of Health and Human Services, identifying the property by street address and the number of units owned there. box does not satisfy the address requirement. For a trust or partnership, the managing trustee or partner's information is posted; for a corporation, the president's information; if a non-resident manager or agent is used, that person's contact information is added too.

Registration requires signing a form attesting familiarity with the State Sanitary Code (105 CMR 410), the State Building Code (780 CMR), Brockton's zoning code, and fair housing law. Owners outside Massachusetts must designate a Brockton-based resident agent for service. Subsection (b) sets an initial registration fee of $30 and an annual renewal fee of $20 per rental unit, recorded in an electronic database; owner-occupied dwellings with two or fewer rental units are exempt from paying those fees but must still register. c. 140, §§ 22 and 25.
