Laredo has no citywide rental registration program for long-term residential rentals. Short-term rentals and hotels are separately regulated. Landlords must comply with Texas Property Code habitability standards and Laredo property maintenance codes.
The City of Laredo does not operate a long-term rental registration or landlord licensing program. Property owners are not required to register standard residential rental units with the city. However, all rental properties must comply with the Laredo Property Maintenance Code and the International Property Maintenance Code as adopted, and with habitability standards under TX Property Code Chapter 92 (security devices, repair duties, smoke alarms under 92.251). Short-term rentals operating under 30 days are treated as hotels and must collect state Hotel Occupancy Tax (6 percent) plus city HOT. Multifamily properties must comply with fire code inspections through Laredo Fire Department. Code Enforcement responds to complaint-based inspections rather than proactive registry audits.
Failure to maintain habitable conditions may result in code enforcement citations, repair orders, and tenant remedies under TX Property Code 92.056 including rent reduction or lease termination.
