The unincorporated county does not require a host on the premises during guest stays. Woodstock is stricter for bed-and-breakfasts: the operator must reside in the establishment, and short-term rental certificates require a designated local agent reachable about the property.
McHenry County's UDO permits vacation rentals "whether or not the full time resident remains on the premise" during a guest's stay, so no host-presence rule applies in unincorporated areas. Woodstock's bed-and-breakfast standard defines the operator as "the owner of the B&B establishment, or the owner's agent, who is required to reside in the B&B establishment." Separately, a Woodstock short-term rental certificate requires designating a responsible agent (the owner or a representative over 18) whose contact information must be posted inside the unit for guests and neighbors.
Operating a Woodstock B&B without the required resident operator, or an STR without a designated agent, violates the code and can lead to license suspension or revocation.
