Woodstock requires one off-street parking space per rental guest room plus two spaces for the residence. In unincorporated McHenry County, parking complaints are referred to the Township Highway Commissioner because they arise when cars overflow onto narrow public roads.
Under the Woodstock UDO, "One off-street parking space shall be provided for each authorized guest room, plus an additional two (2) spaces for the principal residential dwelling," reducible only if off-site parking is shown. Woodstock STR certificates must also post the number of vehicles allowed on the property. The county reports that parking is one of the two main STR complaints and that enforcement of right-of-way parking is handled by the Township Highway Commissioner, since townships control most unincorporated rights-of-way, an acute problem on narrow riverfront and lakefront roads.
Inadequate off-street parking that forces cars into the public right-of-way triggers township enforcement, and in cities can violate the rental certificate's posted vehicle limit.
