Eagan has no annual night cap for short-term rentals because it does not allow them. The closest day limit is the licensing exemption for an owner-occupied dwelling rented 30 to 120 consecutive days while the owner occupies it the rest of the year (Sec. 6.55, Subd. 3.B.2).
STR codes elsewhere often cap how many nights per year a home can be rented short-term. Eagan has no such cap because short-term traveler lodging is not allowed under Section 6.55, Subd. 3.B. The only duration figures in the ordinance are tied to licensing exemptions, not to limiting transient stays. Subd. 3.B.2 exempts from licensing a dwelling "rented for a period of not less than 30 days and not more than 120 consecutive days" where the owner occupies the dwelling during the remainder of the calendar year β a 30-to-120-day window, but for residential (not vacation) use, and only while the owner lives there the rest of the year. The 30-day floor also matters under state tax law: rentals under 30 days are taxable lodging (Minnesota Department of Revenue), and Minnesota's local lodging tax under Minn. Stat. 469.190 applies only to stays "other than" 30 days or more. So the meaningful thresholds in Eagan are: under 30 days = transient lodging the city does not allow and the state taxes as lodging; 30β120 days with owner occupancy = an exempt residential arrangement; and 30+ days non-owner = a licensable rental dwelling. There is no per-year night ceiling to track.
Renting for fewer than 30 days as transient traveler lodging is not permitted in Eagan and is subject to enforcement. Exceeding the 120-consecutive-day limit, or failing to maintain owner occupancy for the rest of the year, voids the Subd. 3.B.2 exemption and requires a license; operating without one is a violation of Section 6.55.
