Subd. 3.B.3 also exempts properties already "licensed or registered by the State of Minnesota... for lodging accommodations, including hotels, motels, or resorts" โ confirming that transient lodging is handled as a hotel/motel use, not a home rental. Owners considering short-term rental should consult the city's Community Development Department and zoning code (Chapter 11) before listing, because the rental licensing framework does not authorize it.
Operating a rental dwelling without a required license is a violation of Section 6.55 and, under Section 6.99, a misdemeanor. Violations are also subject to civil penalties, late fees, and the public-nuisance abatement process. Short-term traveler lodging is not an authorized use under the rental licensing framework.
