Eagan, MN Short-Term Rentals: Short-Term Rental Permits (2026)

Section 6.55's general rule in Subd. 3A makes it unlawful to operate any rental dwelling in Eagan without first obtaining a city rental dwelling license. Subd. 3B lists several narrow exemptions from that license, including a dwelling rented for between 30 and 120 consecutive days while the owner occupies it the rest of the year, a room let within an owner-occupied home shared as a single household, and dwellings vacated only during an owner's active-duty military deployment. But the closing sentence of Subd. 3B expressly forecloses using any of those exemptions for short-term rentals: it states that paragraph B does not allow and shall not be construed as to allow short-term rentals for traveler lodging accommodation purposes which are commonly provided through house sharing platforms such as Airbnb, VRBO, and other vacation home rentals websites.

That means a host offering a house or unit through Airbnb or VRBO in Eagan must obtain the full rental dwelling license under Subd. 3A and 4, submit to the same background investigation for owners with a 20-percent-or-greater interest, pay the applicable license and conversion fees, and pass the rental dwelling inspection under Subd. 5 covering the state building, fire, and property maintenance codes. There is no lighter-touch short-term-rental-specific permit; the STR operator is treated as any other rental dwelling licensee under the section.
