Eagan relies on a combination of its own City Code and Minnesota's statewide abandoned-vehicle framework. Under City Code Section 9.12, when a vehicle is found on a street or city-owned parking lot in violation of any parking regulation, an officer may require the driver to move it into compliance, and if it is unattended the officer is authorized to impound it and arrange removal to a garage or other place of safety, consistent with Minnesota towing and impound law. Minnesota Statutes Section 168B.011 defines an abandoned vehicle as one that has remained illegally for more than 48 hours on property owned or controlled by a unit of government, or more than four hours on that property when it is properly posted, and that lacks vital component parts or is in an inoperable condition with no substantial potential for further use. A junk vehicle is separately defined as one three years or older that is extensively damaged, apparently inoperable, lacks current registration and has a value equal only to its scrap. Units of government and peace officers may take into custody and impound any abandoned or junk vehicle. Residents reporting a long-parked or derelict vehicle should contact Eagan's police or code enforcement, which evaluates it against these standards.
An abandoned or junk vehicle left on a street or public property may be tagged, impounded and ultimately sold or disposed of under Minnesota Statutes Chapter 168B; a junk vehicle may be eligible for disposal 15 days after notice to the owner.
