Eagan generally permits on-street parking on residential streets, with no broad daytime time limit outside of winter rules. From November 15 to April 15 the city enforces an odd/even daytime parking schedule to keep streets clear for plowing. Vehicles must also comply with Minnesota's statewide stopping and standing prohibitions.
Eagan's on-street parking is governed by Chapter 9 of the City Code and, for movement and stopping rules, Minnesota Statutes Chapter 169. The city advises that outside of its winter program there is generally no fixed daytime time limit for ordinary passenger-vehicle parking on residential streets. From November 15 through April 15, however, Eagan enforces a winter parking schedule regardless of whether snow has fallen: during the day, vehicles may park only on the odd-numbered house side on odd-numbered dates and only on the even-numbered side on even-numbered dates, while overnight from 6:00 p.m. to 6:00 a.m. parking is allowed on both sides. Statewide rules in Minnesota Statutes Section 169.34 layer on top of any local rule and prohibit stopping, standing or parking within ten feet of a fire hydrant, in front of a public or private driveway, within an intersection or on a crosswalk, and within 20 feet of a crosswalk at an intersection, among other locations. Detached trailers are limited to 24 hours on the street and vehicles over 9,000 pounds gross vehicle weight to six hours. Residents should verify any block-specific posted restrictions, because the official code is the printed version kept by the City Clerk and mirrored on Municode.
Vehicles parked on the wrong side during the winter daytime schedule, blocking a hydrant or driveway, or otherwise violating Chapter 9 may be ticketed and, if unattended, towed and impounded under Section 9.12. Statewide § 169.34 violations are petty misdemeanors.
