Unlike some Minnesota cities that ban all overnight on-street parking, Eagan's winter parking program specifically permits overnight parking. The city explains that its winter rules run from November 15 through April 15 and that the odd/even side restriction applies only during the day, from 6:00 a.m. to 6:00 p.m. From 6:00 p.m. to 6:00 a.m., parking is allowed on both sides of the street. This nighttime allowance reflects that Eagan's primary goal is keeping at least one lane clear for daytime plowing rather than clearing streets every night. The overnight permission does not override a declared snow emergency: when a snow emergency is in effect, on-street parking is prohibited until plowing is complete so crews can clear curb to curb. Outside the winter season the city does not advertise a general overnight ban, but standard Chapter 9 limits still apply to trailers, heavy vehicles and recreational vehicles, and statewide prohibitions on parking near hydrants, driveways and intersections under Minnesota Statutes 169.34 apply at all hours. Drivers should still watch for any posted block-specific signs and for snow-emergency declarations during winter.
A vehicle left on the street during a declared snow emergency, or parked on the wrong side during winter daytime hours, may be ticketed and towed. Cars parked where they should not be may be ticketed and/or towed, and unattended violations can be impounded under Section 9.12.
