Eagan runs a structured winter parking and snow-removal program from November 15 through April 15 each year, and the rules apply regardless of whether snow has fallen. During the day, from 6:00 a.m. to 6:00 p.m., vehicles may park only on the odd-numbered house side of the street on odd-numbered dates and only on the even-numbered side on even-numbered dates, so plows always have one open lane. Overnight, from 6:00 p.m. to 6:00 a.m., parking is allowed on both sides. The city begins plowing residential streets once two inches of snow are on the ground, working from higher-volume streets to residential streets and cul-de-sacs, and clears roughly 81 miles of sidewalks and trails after the streets are safe, typically one to three days later. When a snow emergency is declared, on-street parking is prohibited so crews can clear curb to curb. Cars parked where they should not be may be ticketed and/or towed. To help prevent plow damage, the city offers residents free wooden curb stakes, up to eight per household, at the Eagan Maintenance Facility. Property owners should keep cars off the street during the daytime odd/even windows and during any snow emergency, and confirm the current winter schedule, which the city sets each season.
A vehicle parked on the wrong side during the winter daytime schedule, or left on the street during a declared snow emergency, may be ticketed and/or towed; cars parked where they should not be can be ticketed and unattended violations impounded under City Code Section 9.12.
