Eagan enforces the Minnesota State Building Code and International Residential Code for smoke alarms. UL 217-listed smoke alarms are required in every sleeping room, outside each sleeping area, and on each story including basements. When more than one is required, alarms must be interconnected. The Fire Department recommends replacing all smoke alarms every 10 years.
The City of Eagan's Fire Prevention division applies the Minnesota State Building Code (which adopts the International Residential Code, referenced as Section R313.2) for residential smoke alarms. Smoke alarms must be installed in each sleeping room, outside and in the immediate vicinity of each separate sleeping area, and on each additional story of the dwelling including basements and habitable attics. All smoke alarms must be listed in accordance with UL 217 and installed per the household fire warning provisions of NFPA 72. When more than one alarm is required, the alarms must be interconnected so that activation of one causes all of them to sound. The City and the Minnesota State Fire Marshal recommend replacing all smoke alarms every 10 years, or sooner if an alarm fails to respond to testing. Separately, Minnesota law requires carbon monoxide alarms in all new and existing residential structures, installed within 10 feet of each room used for sleeping and certified to the UL 2034 standard, with replacement every 5-7 years. These statewide requirements apply throughout Eagan; the City does not impose stricter local smoke-alarm spacing rules beyond the State Building Code.
Failure to provide required smoke alarms can result in correction orders during fire or rental inspections and is enforced under the Minnesota State Building/Fire Code as adopted by Eagan. Non-compliant alarms must be corrected before occupancy or sale where applicable.
