Eagan has no short-term rental registry. Its rental licensing (Sec. 6.55) replaced the old rental property registration and applies to 30+ day residential rentals. STR-style traveler lodging is not registrable because the ordinance does not allow it.
Until 2023, Eagan used a rental property "registration" system under the former Section 6.55. The ordinance approved March 21, 2023 deleted that registration section in its entirety and replaced it with a licensing program. So there is no longer a simple STR "registration" — operators of qualifying rental dwellings must obtain a full license. The license application (Subd. 4) requires owner and manager contact details available 24 hours a day, 365 days a year; the property address and unit count; owner Social Security or tax ID; and signed certifications including use of a written lease, a Minnesota Crime Free Housing Lease Addendum, and tenant criminal background checks. Because Subd. 3.B excludes Airbnb/VRBO-style traveler lodging, there is no path to register or license a true short-term vacation rental. The only short-stay arrangements the code contemplates are: (a) a 30-to-120-day rental where the owner occupies the dwelling the rest of the calendar year (exempt from licensing), and (b) renting a single bedroom in a fully owner-occupied home where owner and tenant live as one household (also exempt). Neither is a transient/STR registration. Operators should confirm details directly with the Community Development Department.
Failing to obtain a required rental dwelling license, or providing fraudulent or incomplete information on a license application, is grounds for denial and is a violation of Section 6.55. There is no STR registry to join; attempting to operate transient lodging is outside the licensing scheme entirely.
