Article 61 requires every Siskiyou County vacation rental to post restrictions on loud noise such as music and parties after 10 P.M., and Section 10-6.6109 prohibits outdoor amplified sound at any time. A licensed property manager must be available 24 hours to address noise and other problems.
The vacation rental conditions in Section 10-6.6109 address noise directly. The notice that must be posted prominently next to the front door has to communicate, among other things, restrictions on loud noise (such as music and parties) after 10 P.M. Separately, Section 10-6.6109(B)(12) states that outdoor amplified sound shall not be allowed at any time associated with a vacation rental, an absolute prohibition independent of the hour. To enforce these conditions in real time, Section 10-6.6109(B)(3) requires the permittee to have a professional property management firm located in Siskiyou County available on a 24-hour basis to respond to problems, and the posted notice must list 24-hour emergency contact information for that property manager. Because creating a nuisance within the local neighborhood is a finding the Board weighs (Section 10-6.6108), and nuisance is grounds for permit revocation, persistent noise complaints can jeopardize a permit. These provisions apply only to the unincorporated county; incorporated cities like Dunsmuir and Mount Shasta enforce their own noise ordinances.
Allowing outdoor amplified sound, or loud music and parties after 10 P.M., violates the VR Activity Permit conditions in Section 10-6.6109 and can support revocation. Creating a nuisance in the neighborhood is an express concern under Section 10-6.6108, and the County may impose administrative fines and pursue other remedies under Section 10-6.6110.
