Pittsburg Municipal Code Chapter 9.44 (Noise) is the only noise framework that applies to short-term rentals because the city has not enacted an STR-specific permit, registration, or noise regime. Code 9.44 prohibits yelling, shouting, hooting, whistling or singing on public streets or in private residences during those hours when the noise disturbs the quiet, comfort or repose of nearby residents. Operating radios, televisions, jukeboxes, musical instruments, phonographs or other sound-producing devices between 11:30 PM and 7:00 AM in a manner that is plainly audible at 50 feet from the building, structure or vehicle is prima facie evidence of a violation. Loud motor-vehicle acceleration and tire screeching that disturbs neighboring offices, hotels, dwellings, schools, stores, or public recreation facilities is also prohibited. Because Pittsburg uses a permissive zoning code under Title 18 and short-term rental is not separately listed as a permitted use in Chapter 18.50 (Residential Districts) or Chapter 18.84 (Special Land Use Regulations), operators should confirm zoning compliance with the Planning Division at (925) 252-4920 before listing. Stays of fewer than 30 days are subject to the 10% Transient Occupancy Tax and a city business license through the Permit Center at 65 Civic Avenue. Noise complaints go to Pittsburg Police non-emergency at (925) 646-2441; ongoing nuisances can be reported to Code Enforcement under Chapter 1.20 (Public Nuisances).
Noise violations of Chapter 9.44 are misdemeanors prosecutable under the city's general penalty provisions. Repeated disturbances can be abated as a public nuisance under Chapter 1.20. Operating without a business license or remitting TOT can trigger separate penalties through the Finance Department.
