Asbury Park's Short-Term Rental ordinance (City Code Ch. 11A, codified on eCode360) defines an STR as renting a property for 30 days or less. The ordinance limits occupancy to two guests per bedroom plus two additional guests for the entire unit, and mandates submission of an Occupant Change Form to the Department of Property Improvement and Neighborhood Preservation for each new reservation so police, fire, EMS and code enforcement know who is on-site at all times. Eligible properties are limited to five owner-occupied classifications: a condominium, single-family residence, up to two units in a two- or multi-family dwelling where the owner occupies one unit, or up to two bedrooms within an owner-occupied single-family home. Unhosted (owner-not-present) rentals are limited to 60 nights per calendar year; beyond that the owner must be on-site.
