Under Ordinance 16370, codified in the EBRP Code of Ordinances, non-owner-occupied short-term rentals (rentals under 30 consecutive days) require a $100 permit from the Dept. of Development / Permits & Inspections. Maximum occupancy is two guests per bedroom plus two additional persons. One off-street parking space per rented bedroom is required. Owner-occupied rentals (proven by Homestead Exemption) are permit-exempt but limited to all bedrooms minus one, with the owner present simultaneously. Combined lodging taxes total approximately 15.9%. Permits are revoked after three adjudicated violations in one calendar year.
Three adjudicated violations within one calendar year result in a one-year operating ban. Fines of up to $500 per day may apply for operating without a permit.
