Shenandoah is a small home-rule city of about 3,000 residents in Montgomery County and is built around hotels and commercial uses along I-45 north of The Woodlands. The City Code on Municode does not contain a stand-alone short-term rental chapter setting per-bedroom or per-property guest caps, and Texas has no statewide STR preemption that would create one. Practical occupancy is therefore controlled by (1) the dwelling's certificate of occupancy and the 2021 International Residential Code that Shenandoah has adopted, (2) zoning rules in the Integrated Development Code that govern what counts as a residential use, and (3) Tex. Tax Code Ch. 156 (state HOT, 6%) plus Ch. 351 (local HOT). Shenandoah imposes the maximum local HOT of 7% under Ch. 351, for a 13% combined rate that any STR rental of 30 days or fewer must collect and remit. Failing to register and remit Shenandoah's 7% hotel occupancy tax on stays of 30 days or fewer can trigger back tax, penalty, and interest assessments by the City Finance Department under Tex. Tax Code Ch. 351.
