Caldwell imposes no extra off-street parking on short-term rentals. As a residential land use under Idaho Code 67-6539, an STR is subject only to the same parking standards as any home. HB 583 (effective July 1, 2026) bars cities from requiring additional parking for STRs beyond what applies to all residences.
There is no short-term-rental-specific parking ordinance in Caldwell's City Code. Because Idaho Code 67-6539 classifies STRs as a residential land use subject to all zoning requirements applicable to residences, the parking expectation for an STR is the same as for any single-family or residential dwelling in the same zone, governed by the city's general zoning and off-street parking provisions. House Bill 583, effective July 1, 2026, makes this explicit by prohibiting cities and counties from requiring additional parking for short-term rentals beyond what is required of all residences. That means Caldwell cannot demand, for example, one off-street space per bedroom or per booking for an STR if it does not impose that requirement on comparable homes. Guests, like any residents or visitors, must still follow Caldwell's general traffic and on-street parking rules, including any posted restrictions, and cannot block driveways, sidewalks, fire lanes, or create hazards. Operators are encouraged to provide guests clear guidance on where to park to avoid neighborhood conflicts, but this is a courtesy and nuisance-avoidance measure rather than a city STR requirement. Repeated parking that obstructs streets or creates a hazard can be enforced under generally applicable traffic and nuisance rules, not an STR-specific parking penalty.
No STR-specific parking penalty exists in Caldwell. Guest vehicles are subject to the same enforcement as any vehicle: parking that blocks driveways, sidewalks, fire lanes, or violates posted restrictions can be ticketed or towed under the city's general traffic ordinances. Persistent obstruction can also be treated as a nuisance. The city may not impose extra parking requirements on an STR that it does not impose on other residences.
