Unincorporated Snohomish County requires a bed-and-breakfast (STR) to provide 2 off-street parking spaces plus 1 per guest room, per SCC Table 30.26.030(1). No on-street parking is allowed for the establishment, and the site plan must show the parking layout.
SCC 30.28.020(3)(a) states that parking requirements shall be in accordance with SCC Table 30.26.030(1) and that no on-street parking shall be allowed. The parking table lists bed-and-breakfast guesthouses and inns at "2 plus 1 per guest room." The permit site plan must indicate the location of the off-street parking, and screening may be required so parking and activity do not disrupt the residential character of the neighborhood. Guests and operations must be accommodated entirely on the property.
Providing insufficient off-street parking, or relying on prohibited on-street parking, can be cited as a permit-condition or code-enforcement violation under SCC Title 30.
