License-fee schedules for the three permitted lodging uses are codified at Section 605.223: $2.00 per room (minimum $50.00) for a lodging establishment, $50.00 annually for a bed and breakfast, and $0.50 per room (minimum $15.00) for a private club. There is no separate Florissant STR parking permit because the underlying use is not allowed in residential districts.
Operating a short-term rental in a residential zone, including providing on-site parking for paying overnight guests, violates Section 605.462. Street-parking infractions by guests of a permitted B-3 lodging operation are enforced by the Florissant Police Department under Chapters 355, 365, and 370 (Violations Bureau) with fines set on the city's published bail schedule, and continued nuisance parking can support revocation of the special-use permit by the Building Department.
