Hanford has no STR-specific parking requirement. Parking standards for the underlying residential use apply under Hanford Municipal Code Chapter 17.54 (Parking and Loading Standards), which requires single-family dwellings to provide one covered and one uncovered off-street parking space. Multifamily units have unit-count-based requirements and may use tandem parking for up to 50% of required spaces. STR guests parking on the street must follow standard California Vehicle Code rules, including the 72-hour street-storage limit (CVC Β§22651(k)).
Hanford regulates parking through Title 17 (Zoning), Chapter 17.54, Parking and Loading Standards. The chapter requires off-street parking and loading facilities as a part of new land uses and major alterations and enlargements of existing land uses to reduce traffic congestion and shortages of curb spaces. For a single-family dwelling, the city requires a minimum of one covered and one uncovered parking space. For multifamily residential buildings, tandem parking may be provided to satisfy up to 50% of the required parking spaces. In residential zones, required parking may not be located within any front, side, or rear building setback area, except for uncovered driveways used for ingress and egress. For multifamily projects of 10 or more units, required parking spaces, covered or uncovered, must be at least 5 feet from any rear or side property line and 10 feet from a street-side property line. Chapter 17.54 also allows a payment alternative equal to 50% of the value of each required parking space, in lieu of providing the space, where authorized. Because Hanford has not adopted an STR-specific zoning overlay, no additional off-street parking ratio applies when a single-family residence is used as a short-term rental: the same one covered plus one uncovered standard governs. STR guests parking on a public street are subject to all Hanford and California parking rules, including California Vehicle Code Section 22651(k) and Hanford Municipal Code Title 10 traffic provisions, which prohibit parking any vehicle on a city street for more than 72 consecutive hours. Blocking driveways, parking on sidewalks, parking on red curbs, and overnight RV or trailer storage on public streets are also prohibited under the Vehicle Code and Hanford's traffic regulations. Hanford does not operate a Residential Permit Parking program, so STR guests do not need a permit to park on residential streets, subject to the time limits above.
Failure to provide the required one covered and one uncovered parking space when establishing a residential use, or providing required spaces in a setback contrary to Chapter 17.54, is a zoning violation enforceable by Hanford's Planning and Code Enforcement staff and can result in citations or denial of permits. Vehicles parked on a public street more than 72 consecutive hours may be cited and towed under California Vehicle Code Section 22651(k). Blocking a driveway, sidewalk, or red-curb area is subject to citation and tow. Hanford Municipal Code violations are generally enforceable as infractions or misdemeanors under the Municipal Code's general penalty schedule.
