Texas Local Government Code Chapters 232 and 233 do not give counties power to impose off-street parking minimums or driveway design standards on single-family residential lots in unincorporated areas. Hidalgo County therefore has no ordinance specifying STR parking-space counts, on-site only requirements, or RV/trailer restrictions. Statewide, Texas Transportation Code Β§545.302 prohibits parking on a roadway outside a business or residence district where a vehicle would obstruct travel; sheriff's deputies enforce these rules on county roads. The Hidalgo County Subdivision Rules govern roadway dedication and right-of-way widths but contain no STR-specific parking provisions. Inside incorporated cities (McAllen, Edinburg, Pharr, Mission, Weslaco), municipal zoning typically requires a minimum number of off-street spaces for residential and lodging uses and may prohibit on-street guest parking in residential districts. HOA covenants in colonias and platted subdivisions may also restrict guest, RV, or commercial-vehicle parking, enforceable under Property Code Ch. 202.
No county-level parking penalty for STR use in unincorporated areas. Parking that obstructs a county road is a Class C misdemeanor under Transportation Code Β§545.302 with a fine up to $200. City parking-code violations inside McAllen/Edinburg/Pharr/Mission are typically Class C misdemeanors with fines set by city ordinance.
