Article 4.10 of the Katy Code of Ordinances expressly states that parking for a short-term rental shall comply with the zoning ordinance, that no required parking shall be permitted within public right-of-way, alleys, or access easements as defined by city code or state regulations regarding parking, and that yards shall not be used to provide the minimum required parking. The STR application requires a site plan with parking identified, plus floor plan, ingress and egress, and fire extinguisher locations. Operators must also provide guests with pertinent neighborhood information including parking restrictions, trash collection schedules, and the location of required off-street parking, other available parking, and the prohibition of parking on landscaped areas. Tents, hammocks, RVs, campers, and vehicles are prohibited from being used as the short-term rental itself. The base zoning parking minimums are set in Article 12.05 (Parking) of the Code of Ordinances and in the Zoning Ordinance Exhibit 14A; in the Old Katy District the city has waived off-street parking for nonresidential uses, but residential STRs in standard zoning districts must still meet the underlying single-family minimum, typically the existing driveway and garage. Master-planned communities surrounding Katy (Cinco Ranch, Cane Island, etc.) layer additional HOA parking restrictions on top of city rules.
Allowing guests to park in the public right-of-way, alleys, easements, or on yards/landscaped areas to satisfy minimum parking violates Article 4.10. Repeated code violations can lead to STR permit revocation, and the ordinance carries a $500 noncompliance fine. The owner is liable for guest parking violations regardless of who actually parked.
