Under Placer County Code Β§9.42, every Short-Term Vacation Rental permit application in unincorporated Placer County must disclose the total number of on-site parking spaces and describe their location on the property. STR guest parking on roadways is prohibited β a critical rule on the narrow, plowed streets of North Lake Tahoe communities (Tahoe City, Kings Beach, Tahoma, Carnelian Bay, Homewood, Olympic Valley) where winter snow storage further restricts shoulders. If on-site parking is not available or insufficient for the permitted occupancy, the applicant must submit an alternative parking plan designating an approved off-site location; that plan cannot rely on public street parking. The number of approved spaces is published in the listing and tied to the permit. Local contacts must reside within 35 driving miles of the STR and respond to parking-related complaints. Roadway parking violations during winter operations are also subject to Caltrans and county snow-removal rules and may be towed at the owner's expense.
Repeated parking violations are enforced under Β§9.42.100. Three documented violations within 90 days carry $1,500 fines; ongoing or unpermitted operations face fines up to $5,000 per violation, and parking complaints can contribute to permit suspension or non-renewal.
