Section 4.25.080(F) is direct: all parking associated with the operation of the short-term rental shall be onsite or located in front of the subject parcel. The application itself has to identify where that parking will be before a permit ever issues: Section 4.25.050(A)(3) requires the applicant to submit parking location(s) along with the floor plan, business license copy, and proof of insurance, so the finance director reviews and approves the specific parking layout as part of approving the permit. If a permittee's guests routinely overflow that approved area or cause parking problems for neighbors, the finance director has a targeted enforcement tool: Section 4.25.090(C)(4) lets the finance director impose, as a condition on the permit, reducing the number of vehicles that may park at the short-term rental, on top of the general authority in Section 4.25.090(A) to suspend, revoke, or condition any permit for a violation of the chapter.

Because the notice sent to every neighbor within 200 feet under Section 4.25.080(D) includes contact information for the permittee and secondary contact, a neighbor whose street parking is blocked has a direct line to report it, and the permittee or secondary contact must respond within 30 minutes under Section 4.25.080(E).
