Section 4.25.080(I) states plainly that no permittee shall allow any conferences, weddings, fundraisers, or similar gatherings at the short-term rental, and that no permittee shall allow any special event that would otherwise require a city permit. The performance standards around it work together to control disruptive use: Section 4.25.080(A) caps paid lodging at six people at any time, and Section 4.25.080(E) requires the permittee or a designated secondary contact to be onsite and respond to any complaint, including a noise or gathering complaint from neighbors, within 30 minutes regardless of the hour.

Because notice of the rental and its contacts goes to every property owner within 200 feet before the permit issues under Section 4.25.080(D), neighbors have the information needed to report a prohibited gathering directly. A violation of the no-events rule is a violation of the chapter's performance standards generally, which the finance director enforces through the suspension, revocation, and conditioning authority in Section 4.25.090, including reducing the permitted guest count as a condition under Section 4.25.090(C)(2).
