Chatham County Code Β§ 16-1304(1)(g) requires every STVR application to outline the parking rules of the rental and how occupants will comply. Parking rules must be posted on a sign inside the unit (Β§ 16-1303(1)(b)). The ordinance does not set a fixed county-wide off-street space-per-bedroom ratio for STVRs; each license carries its own approved parking limits. Exceeding those limits is a fine of not less than $100 under Β§ 16-1310(1).
Article XIII of the Chatham County Code does not impose a uniform off-street parking ratio (e.g., one space per bedroom) on all unincorporated STVRs. Instead, Β§ 16-1304(1)(g) requires each applicant to submit a parking plan with the STVR Certificate application that outlines the parking rules of the rental and the manner in which any occupant shall comply with those rules. Those approved rules then become the binding parking limits for the license. Section 16-1303(1)(b) requires the operator to post a sign inside the rental unit that lists the parking rules along with occupancy, noise, and emergency contact information. Substantiated complaints about parking are an enumerated ground for license revocation under Β§ 16-1308(1)(c)(i)(a). Outside the STVR ordinance, the Chatham County Zoning Ordinance (administered by the MPC) governs general residential parking, driveway, and on-street parking standards in unincorporated areas. Under Β§ 16-1310(1), exceeding the parking limitations listed in the license application is punishable by a fine of not less than $100 per violation. Substantiated parking complaints are also grounds for license revocation or denial under Β§ 16-1308(1)(c)(i)(a). Failure to post the required parking-rules sign inside the unit can result in punishment up to and including license revocation under Β§ 16-1303(1)(c).
