Peoria County, IL Short-Term Rentals: Short-Term Rental Permits (2026)

Section 6-63 of the Peoria County Code makes it unlawful to operate a bed and breakfast establishment in the unincorporated county without a valid license from the health authority, the director of the city/county health department. Applicants must file a written application at least two weeks before their proposed opening date on health authority forms (§ 6-64), after which the health authority inspects the premises and issues the license only if the property is, or will be, in compliance with the article (§ 6-65). Section 6-73 sets the annual fee schedule: $50 for establishments with three or fewer guest rooms, $75 for establishments with more than three rooms, and a reduced $15 rate for continental-breakfast-only operations; renewal applications filed 30 to 60 days late incur a $10 penalty, and those filed more than 60 days late incur a $20 penalty.

The license runs for one year from issuance (§ 6-66), cannot be transferred between locations or owners (§ 6-67), and must be posted in conspicuous public view on the premises (§ 6-68). If a license holder fails to comply with article requirements, the health authority can temporarily suspend the license, and two suspensions within twelve consecutive months trigger permanent revocation (§ 6-69). Revocation for serious or repeated violations requires the health authority to give ten days' written notice before it becomes final, unless the holder requests a hearing within that period (§ 6-70).

A holder who loses a hearing may still appeal a suspension or revocation to the board of health, or appeal a license classification dispute to the county board's health services committee, whose decision is final (§ 6-72). Licensees must also carry $150,000/$300,000 liability insurance and tender proof of it at application (§ 6-88), and the health authority inspects each licensed establishment at least twice a year (§ 6-101).
