Portland requires an Accessory Short-Term Rental (ASTR) permit for all STRs. Only primary residences qualify. Type A permits allow up to 2 bedrooms/5 guests; Type B (conditional use) allows 3β5 bedrooms. Permit fees: $65 for single dwellings, $105 for multi-dwelling units.
Under Portland Zoning Code Chapter 33.207 and Portland Permitting & Development (PPD) rules, all STRs must hold a valid ASTR permit displayed on all listings. Operators must reside at the property for at least 270 days per year (primary residence requirement). Type A permits: up to 2 bedrooms, max 5 overnight guests, operator can rent the full unit up to 95 nights/year when not present. Type B conditional uses allow 3β5 bedrooms but require a land use review and are no longer permitted in commercial/industrial zones (effective Oct 1, 2024). Permit numbers must appear in all advertising. Permits are valid for 2 years. Separate business license and transient lodging tax registration required with Portland Revenue Division within 15 days of starting operations.
