Because ASTRs (PCC 33.207) operate inside an existing residence, they are subject to the same parking standards as the underlying single-family or duplex use under PCC 33.266. No additional STR-specific off-street parking is required for Type A permits. On-street parking is governed by the citywide rules in Title 16 (PBOT). For Type B short-term rentals under PCC 33.208 (3-5 bedrooms), the required conditional use review (PCC 33.815) commonly imposes parking conditions such as a minimum number of off-street spaces, guest-vehicle disclosure, or restrictions on commercial vehicle parking. Portland's central residential zones have minimal off-street parking minimums following the 2024 reforms aligned with state HB 2001 and Oregon Climate Friendly and Equitable Communities (CFEC) rules, so most ASTRs satisfy parking with the existing dwelling's driveway. Hosts must ensure guests follow PBOT permit-parking, street-cleaning, and posted-time-limit rules in adjacent rights-of-way; the host is responsible for guest conduct as a condition of the ASTR permit.
Parking violations are handled by PBOT (citations $39-$65 typical). Repeat parking complaints can be cited as a factor in ASTR permit nonrenewal or revocation by PP&D, which may also impose additional conditions on Type B operations through the conditional use review process.
