There is no STR registration program in Jurupa Valley because Chapter 4.15 of the Jurupa Valley Municipal Code prohibits short-term rentals citywide. No business license, transient occupancy tax certificate, or owner registry exists for rentals of fewer than 30 consecutive days.
Because Section 9.35.070 of the JVMC declares that 'no permit of any type shall be issued' for STRs in any zone, the City does not maintain a register, owner database, or annual renewal process for short-term rental properties. Section 4.15.025 instead imposes disclosure duties on hosting platforms (Airbnb, Vrbo, and similar). Under Section 4.15.025(A), platforms must disclose to the City, on a regular basis, each residential property listing located in Jurupa Valley, the names of persons responsible for each listing, the listing address, the length of stay, and the price paid. Section 4.15.025(B) bars platforms from completing booking transactions for any Jurupa Valley dwelling 'purporting to be a short-term rental business,' and Section 4.15.025(C) prohibits platforms from collecting fees for ancillary services such as insurance, cleaning, concierge, or property management. The City may also issue administrative subpoenas to platforms under Section 4.15.030(E) — subpoenas must give at least 30 days for production, and the recipient may seek judicial review during that window. Long-term rentals of 30 or more consecutive days are not subject to Chapter 4.15 and require only the standard City business license under Title 5 if applicable, plus compliance with state landlord-tenant law (AB 1482; Civ. Code §§1946.2, 1947.12).
Maintaining an STR listing for a Jurupa Valley address — even without completing a booking — violates Section 4.15.020(C) and is a public nuisance under Section 4.15.030(A). Hosting platforms that complete booking transactions for prohibited STRs violate Section 4.15.025(B). Administrative fines escalate from $200 to $500 to $1,000 per Section 4.15.030(D), with each violation a separate offense. Failure to respond to an administrative subpoena under Section 4.15.030(E) is independently enforceable.
